Aναπτύσσει τη σημασία της οικονομίας για τον πόλεμο από την αρχαιότητα ώς σήμερα και αναλύει τους διαφορετικούς τύπους ηγεσίας, τα μέσα διοίκησης που έχουν σήμερα στη διάθεσή τους οι πολιτικοί και οι στρατιωτικοί ηγέτες και τα Συστήματα Διοίκησης, Ελέγχου, Επικοινωνιών, Πληροφορικής και Πληροφόρησης, γνωστά ως C4I. Για πρώτη φορά παρουσιάζονται εδώ οι εξελίξεις της τεχνολογίας με συγκριτικά παραδείγματα αμερικανικών, γαλλικών και βρετανικών C4I. Ο συγγραφέας αναφέρεται, εν συνεχεία, στη σημασία της πληροφόρησης από την αρχαιότητα μέχρι σήμερα και περιγράφει τα σύγχρονα τεχνολογικά μέσα με τα οποία οι στρατιωτικές υπηρεσίες πληροφόρησης συγκεντρώνουν και αναλύουν το υλικό τους.
